Legacy System perk planner

Legacy Points are earned account-wide by finishing Legacy Challenges, then spent separately on each character. At launch a character can spend 16 points across three small trees. One character on its own can earn up to 29, so you don't need alts to fill the cap.

Perks lower in a tree need 5 or 10 points spent in that tree first, and a few also need the perk before them fully ranked; the description line under the totals says which. Slots marked "Future perk" are ones Blizzard has left for later updates.
