The beta caps at level 30. This page collects what changes at each level, from Blizzard's own articles and notes, so you can plan talents, dungeons and unlocks. It is a table of facts, not a route: Blizzard has not published zone-by-zone leveling data.

Talent points

  • Talents start at level 10. A level 30 character has 21 points: levels 10 to 30, one point each.
  • Milestone talents need 10, 15, 20 or 30 points already spent in the tree (the 11-, 16-, 21- and 31-point talents). At 21 points you can reach the 21-point talent but not the 31-point one.
  • Legacy: the Talented perk lets you unlock talent points up to five levels earlier. The Legacy planner shows the perk; Blizzard has not said how many ranks it has.
  • Respecs happen at a class trainer in a major city. In the beta a reset costs 1 silver if you have not reset recently. That is a beta setting, not the launch price.

Dungeon breakpoints

Dungeon level ranges are Blizzard's. See the dungeon table for the full list. At the level 30 cap you can run Ragefire Chasm, Hall of Thanes, Ruins of Lordaeron, Wailing Caverns, The Deadmines, Shadowfang Keep, The Stockade, Blackfathom Deeps, Gnomeregan, Razorfen Kraul, Scarlet Monastery, Razorfen Downs (25 and up), Uldaman (30 and up), Excavation Site: Wetlands and, since October 8, City of Dalaran (28 to 33).

  • Dungeon quests give 50% less bonus experience since October 1.
  • Dungeon kills give about 20% more experience since October 8, and each player's own level sets the XP from a kill again, so a higher-level party member no longer cuts it for everyone.
  • Legacy: finishing the final boss of every dungeon in a level band is a challenge: 15 to 25, 26 to 45 and 46 to 60.

Experience

  • Dungeon quests: bonus experience cut by 50% in the October 1 build.
  • Dungeon kills: about 20% more experience since October 8, and the party rule is back to Classic Era: only your own level counts. If someone in the group is far above the enemy's level, nobody gets XP. Blizzard's Aggrend says dungeon leveling should now be close to, but not faster than, the best questing pace.
  • Food: Blizzard updated crafted food in Forever so it can give a small experience bonus as well as stats.
  • Rested experience: the Legacy perk Well Rested raises the rested cap and speeds accumulation. A Leatherworker's Camp Tent gives rested XP worth 5% of a level once an hour, if you have none saved (community report).
  • Combat pace: Blizzard says an ordinary solo creature should take about 10 to 15 seconds to kill, and dungeons stay tactical, with crowd control still useful.

Where to level

Blizzard has published levels for two zones: Zephras Isle (1 to 12) and the Riverglades (much of the mid-30s to mid-40s). It has not published level ranges for the Classic zones as Forever changes them, or for Mount Hyjal and Shen'dralas.

Leveling to 60

  • What is confirmed: level 60 at launch, more than 1,000 new quests across levels 1 to 60, no flying mounts, no level scaling, Legacy perks, camping and new dungeons. Leveling is meant to matter as much as the endgame.
  • What CGN will not do: copy a 2004 leveling route. Forever has new zones, changed professions and classes, and new dungeons, so an old route would send you the wrong way.
  • When a 1 to 60 route appears: after the launch build, from launch evidence.

What we don't know yet

  • Zone-by-zone level ranges and quest counts for the whole 1 to 60 journey.
  • Mount riding levels and costs. Blizzard says Forever uses the Burning Crusade model (the cost sits in the riding skill and you get the mount when you learn it) but has not published levels.
  • Faction-specific leveling routes.
