War Plans

War Plans turn the endgame into a playlist: pick up to five activities, get teleported between them, and spend activity points on trees that change how each one plays. Season 15 made the progress shared across your characters.

The activities you can chain

A plan holds up to five. Each has its own page section on the endgame page.

  • Nightmare Dungeons

    Dungeons with Afflictions. Sigils are generated when you need one.

  • Helltides

    The open-world event with Aberrant Cinders and Tortured Gifts.

  • Kurast Undercity

    The timed, multi-stage dungeon with Tributes and Bargains.

  • Lair Bosses

    Boss fights with keys, on Torment I or higher.

  • Infernal Hordes

    Wave combat that ends against the Fell Council or Bartuc.

  • The Pit

    The timed tier-climb that raises your glyphs.

Whispers overlay any of them, and the Tree of Whispers has its own tree.

Activity trees and ranks

From Maxroll's War Plans guide (August 5, 2026), which predates Season 15. Tested

  • Every activity has its own tree with seven levels and one skill point per level. Points customize rewards, monster spawns, and can bring one activity's feature into another.
  • You earn activity experience by completing activities in an active plan. The amount grows with difficulty: for most activities it goes from 25 at Normal to 125 at Torment XII, and Infernal Hordes pays 50 to 300.
  • The Whispers tree levels faster, because there are no Whisper nodes; you earn its experience by completing Whispers in the world.
  • A new plan starts at rank 0 of 10. Higher ranks add slots and better rewards.
  • You can reroll the offered plans up to three times.

What trees can do

  • Enter Nemesis dungeons after Lair Bosses, with several bosses at once.
  • Extra loot after the Infernal Council or Bartuc.
  • Helltide Hellwyrns that spawn worms dropping large amounts of experience and Aberrant Cinders.
  • A chance for Varshan to appear after a Whisper.
  • Four extra glyph upgrade chances in the Pit.

Reward types

Armor, weapons, jewelry, gold and Obols, Obducite, salvage materials, dungeon keys, experience orbs, Gem Fragments, Horadric reagents, runes and Talisman items, each in Magic, Rare, Legendary or Mythic quality.

Blizzard's 3.2.1 notes: War Plans experience rewards rose and scale heavily with Torment. Nodes give 4 orbs, up from 2, in Torment X and above, and experience nodes give double.

Shared progress in Season 15

Official Points now follow your characters, with a rule about who counts as the same.

War Plans points are shared by characters that match on all three of these:

  • Eternal or Seasonal
  • Non-Hardcore or Hardcore
  • Normal or Solo Self-Found

A Seasonal, Non-Hardcore, non-SSF character shares with others like it, but not with a Seasonal Non-Hardcore SSF character. Each character keeps its own planner and assigns shared points itself, like Paragon points.

Season 14 progress moved to Eternal characters in the same partition when Season 15 began, adding together. Only living Hardcore characters transferred; a Hardcore character that died before the changeover could not.

From now on, keep one living Hardcore character in the partition (a level 1 "storage" character works) so dead Hardcore characters' progress can carry to Eternal at the end of a season.

Prime Evil modifiers this season

The Splinter of Evil you carry unlocks War Plans modifiers for particular activities. Official

Diablo

Modifies Helltides and Infernal Hordes.

Baal

Modifies Kurast Undercity and Lair Bosses.

Mephisto

Modifies The Pit and Nightmare Dungeons.

All three also modify the Tree of Whispers. Each track has eight activity modifiers and six upgrades to your Iconic Power. Season 15 details

Tested tips

Maxroll's July guide warns that the Tree of Whispers' Malignant Invasion node is dangerous and should be avoided on Hardcore. It also flagged a bug where a Belial spawned by the Infernal Deception node dropped no loot; Blizzard's 3.2.1 notes list a related fix for Infernal Deception ambushes in Infernal Hordes that failed to award loot.
